The following resources are available to assist consumers with
health care questions or problems.
Department of Managed Healthcare (DMHC)
The DMHC
is the government agency that oversees all managed care health
plans. Their web site contains a great deal of useful information
on consumer health insurance needs. Most importantly, it is the
place to which consumers should turn if they have a problem or
grievance that they have been unable to resolve with their health
plans.
If you have a healthcare problem, the best place to start is
to contact your plan directly. Your health insurer has booklets
and information about your health rights as an enrollee. Find
contact information for your plan.
Government Health Plans
California offers a number of publicly-funded programs for those
who cannot afford insurance. The two most prominent of these are
Healthy
Families and MediCal.

to enrollment information is provided here.
The Healthy Families/MediCal enrollment project has health plans
work with teachers, schools, local and state government, and community
organizations to facilitate enrollment in these programs.
